What is PayBills?

PayBills is a single place to pay every Uzbekistan provider - utilities, mobile, internet, TV, education, banks. Pick a provider, enter the account, choose an amount, and we settle it directly. You'll get a receipt in 30 seconds.

Who can use PayBills?

Anyone aged 18 or over with a Visa or Mastercard card. You can be in Uzbekistan paying for yourself, or anywhere in the world paying for family back home.

Which providers are supported?

Mobile (Beeline, Ucell, Mobiuz, Uzmobile, Humans), internet & TV (Sarkor, Uztelecom, TPS, Comnet), streaming & music (Netflix, Spotify, Megogo, Kinopoisk), utilities (Hududgaz, electricity, water, district heating), banks, schools, transport, and more - 140+ providers via the licensed Paynet aggregator.

Which cards do you accept?

Visa and Mastercard issued anywhere in the world. UzCard and Humo are supported through partner acquirers in Uzbekistan.

How long does the payment take?

Card authorization is instant. Most providers credit the bill within 1-5 minutes. You can watch the payment move from taken to delivered in your history, and we email you the receipt once the provider confirms it.

Do I get a receipt?

Yes - every payment generates a receipt with the provider, account, amount, fiscal QR (when the provider supports it), and a Paynet reference number. You can view it in History, download it as a PDF, and share it via your phone or browser.

What if a payment doesn't go through?

If a provider cannot accept the payment - say the account number does not match - we return the full amount to your card automatically, and your history shows the reason. The charge can appear on your statement first: we release the refund immediately, but your bank decides when it lands, usually within a few business days.

My card was charged but the bill is still not paid. What now?

Nothing is lost, and you should not pay again. We re-check every payment that has not landed every fifteen minutes and keep retrying for up to three days; almost all of them clear within the first few minutes. If the provider still will not take it, we refund the full amount to your card automatically and tell you why - you do not have to ask. If three days pass, a person on our team picks it up. Check Payment history before paying a second time: a duplicate is much harder to unwind than a wait.

What if I close the page or lose connection while paying?

It depends on how far you got. If you closed your bank’s confirmation page before approving, nothing was charged at all and there is no payment to worry about. If you approved and then lost the page, the payment carries on without you - it appears in Payment history and we email you the receipt when the provider confirms it. Either way, open Payment history before trying again.

Can I save a payee for later?

Yes - when you pay, tick "Save as favorite" and give it a nickname (e.g. "Mom's gas"). Next month, tap the favorite and the account fields are pre-filled.

Can I set up automatic monthly payments?

Save any payee as a favorite and next month re-paying is a single tap - the account is pre-filled, you just confirm the amount. Fully automatic monthly charging is coming soon; today you stay in control and approve each payment yourself, so nothing is ever charged without you.

Are there minimum or maximum amounts?

Two limits apply, and both are checked before your card is touched. Every provider sets its own minimum and maximum, and both are shown on the amount field before you pay, so the figures on screen are the ones that apply to the bill in front of you. On top of that PayBills caps any single payment at 5,000,000 UZS - a larger bill can be paid in two payments.

I am in Uzbekistan. What does it cost me?

Nothing beyond the bill itself. When you pay from inside Uzbekistan, the bill is priced in soum and your card is charged exactly the amount of the bill: no commission and no exchange rate, because nothing is converted. That covers mobile top-ups, utilities and government billers alike. Whether a payment counts as made from Uzbekistan depends on where you are when you pay, not on where your card was issued: a soum card used from abroad is priced like any other card from abroad, in US dollars at our rate. The commission and the exchange rate on this page apply to payments made from outside Uzbekistan.

Where do I find my account number?

It is the personal account number your provider already uses for you - the same one printed on your bill and shown in the provider’s own app or SMS. Enter it exactly as it appears, with no spaces. Almost every provider we support checks the number against their own records before the payment goes through, so a wrong one is normally caught on the spot rather than after your money has moved.

Is my data safe?

The card you pay with never reaches our servers - it goes straight to the bank acquirer over a secure connection, and we keep only its brand and last four digits for your receipt. The account or card number you are paying to is kept only for as long as the payment needs it, and after that only its last four digits remain. Account fields you save (mobile number, gas account) are encrypted at rest.

How do I delete my account?

In the app, go to Account → Delete account. Deletion is reversible for 14 days, then permanent. If you can no longer sign in, email support@paybills.uz from your registered address. Full details are at paybills.uz/account/delete.

How do I contact support?

Email support@paybills.uz or open a chat from the Support tab inside the app. We respond in English, Russian, or Uzbek.

My card was declined. What can I do?

A declined payment is never charged, so it is safe to try again. The usual reasons sit with your bank: online or international payments are switched off on the card; your bank stopped an unfamiliar overseas payment as a precaution; the confirmation it asked for was not completed in time; the expiry date or CVV was mistyped; or there were not enough funds. What helps: approve the request in your banking app if one appeared, switch international payments on in the app or by calling the number on the back of the card, tell your bank the payment goes to a merchant in Uzbekistan, or try another card. Your bank knows the exact reason - we only see that it was declined. If it keeps happening, email support@paybills.uz with the time of the attempt and we will check our side.

Why might my bank ask me to confirm the payment?

That is 3-D Secure, and your bank decides when to use it: it may send a one-time code, ask you to approve the payment in its own app, or let the payment through with no question at all. The request comes from your bank, not from PayBills - we never see that code and never store it. Until you approve, nothing is charged, so closing your bank's page has no consequences. If a code does not arrive, check which phone number your bank has on file for the card. PayBills staff never ask you for the code: any message that does is a scam.

If I pay at night, at the weekend or on a holiday, when does the provider see it?

PayBills runs around the clock, and most providers accept payments automatically at night and at weekends: a mobile top-up usually lands in about 30 seconds, a utility bill in 1-5 minutes. A few billers process payments only on the next working day. Your payment then sits in Payment history as pending, we re-check it every fifteen minutes and keep trying for up to three days, and we send the receipt the moment the provider confirms. If it is still not accepted after three days, a person on our team picks it up.

Where does my receipt arrive?

We email it to your registered address as soon as the provider confirms the payment, and it is always in Payment history, where you can open it, download the PDF and share it. If you have connected our Telegram bot, the same outcome is sent there too - once, and with no card or account number in it. Failed and refunded payments are reported the same way, so silence never has to mean success.

Can I pay several bills in one day? Is a large payment checked more closely?

There is no daily or monthly cap from PayBills: you can pay your parents', your in-laws' and your siblings' bills one after another on the same day. What applies to each payment is the provider's own minimum and maximum, shown on the amount field, and a PayBills ceiling of 5,000,000 UZS for any single payment - a larger bill can be paid in two. Your own bank has limits too, on online and on foreign payments, and it may ask you to confirm a large one. On unusual activity we may hold a payment for a person to look at; the status shows in your history, and an email to support@paybills.uz is enough to move it along.

Paying from abroad

Can I pay my parents' utility bills in Tashkent from the United States?

Yes - that's what PayBills is built for. Sign up with your email, add your parents' utility account (Hududgaz for gas, regional electric networks for power, Suvokova for water), pay with your US-issued Visa or Mastercard, and they'll see the bill cleared the same day. Send the PDF receipt as proof.

Who operates PayBills?

PayBills is operated by CentralPay Hub LLC, taxpayer identification number (STIR) 313 056 856, registered office at Tashkent, Yashnabad district, Mashinasozlar mahalla, Mavlono Riyoziy street, 1st lane, Uzbekistan. Payments to providers are settled through the licensed Paynet aggregator, and card payments are processed by regulated bank acquirers. You can reach our team anytime at support@paybills.uz.

Do you accept Visa and Mastercard issued in Europe?

Yes. Cards issued in the UK, Germany, France, Netherlands, Spain, Italy, and across the EU all work. Your card is billed in US dollars rather than in euros or pounds, so your own bank converts that amount at its rate and may add a foreign-transaction fee. The euro or pound figure we show you before you confirm is our estimate of what that will come to.

Which countries can I pay from?

Anywhere you hold a Visa or Mastercard. PayBills is built for Uzbeks abroad paying bills for family back home, wherever they are - the United States, the United Kingdom, Germany, Kazakhstan, Turkey, South Korea and beyond.

How is the exchange rate determined?

PayBills sets its own exchange rate, and that rate includes our margin, so it is not the Central Bank of Uzbekistan reference rate. Paying from inside Uzbekistan, your card is billed in soum; paying from anywhere else, it is billed in US dollars. If we also show a figure in euros, pounds or another currency, that is our estimate of the dollar charge: your own bank converts it at its rate and may add a foreign-transaction fee, so your statement can differ from the figure we show. On top of the bill you pay a commission: 0% for your first 14 days, then 3.5%. We show you the full total before you confirm, and we add nothing after that. The welcome period starts with your first successful payment and is granted once per person; we may withhold it where an earlier account was opened from the same device or network.

Is it safe to pay with my card?

Yes. Your card details go straight to our acquiring bank over an encrypted connection and are entered on the bank's own page - PayBills never sees or stores your full card number, only the brand and last four digits for your receipt. Saved bill accounts (like a gas or mobile number) are encrypted at rest.

How long until the bill is credited in Uzbekistan?

Card authorization is instant from anywhere in the world. The provider in Uzbekistan typically credits the account within 1-5 minutes. Your family will see the bill marked as paid the same day, often within minutes.

What if I enter the wrong account number?

Two different things can happen, and the difference matters. If the number does not exist, the provider rejects it - almost all of them check before the payment goes through - and you are refunded to your card automatically, usually within minutes. If the number does exist but belongs to somebody else, the payment is delivered successfully and we cannot pull it back: the money is with the provider, credited to that account. We will help you take it up with them and your receipt is the evidence, but recovery is their decision, not ours. That is why the confirm screen shows the account before you pay - it is worth the second look. If you are unsure, message support before paying rather than after.

Can I get a receipt to show the bill was paid?

Yes - every payment generates a receipt with the provider name, account, amount, date, a Paynet reference number, and a fiscal QR when the provider supports it. View it in History, download as PDF, and share via WhatsApp, Telegram, email, or your phone's share sheet - a clear record of every payment.

Can I save my mother's account so I don't re-enter it every month?

Yes. Tap "Save as favorite" the first time you pay, give it a nickname like "Mom - gas", and next month it's a single tap to re-pay. You can save as many family accounts as you need (parents, siblings, cousins).

Do I need an Uzbekistan phone number to sign up?

No. Sign up with email and password from anywhere in the world. You do not need a phone number at all - two-factor sign-in, if you turn it on, uses an authenticator app, not SMS.

Is there a limit on how much I can pay per month from abroad?

There is no monthly cap. Two limits apply to a single payment: the provider's own maximum, shown on the amount field before you confirm, and a PayBills ceiling of 5,000,000 UZS for any one payment. A larger bill can be split into two payments. For larger amounts your bank may also ask you to confirm in its app - a normal approval that protects your card.

How does this compare to sending cash?

PayBills credits the bill directly to the provider in minutes - no courier wait, and no trip to a payment kiosk for your family. Every payment gives you a downloadable PDF receipt with a Paynet reference number, so there's always a clear record. Our cross-border service fee is shown on every quote before you confirm.

Do you support recurring monthly payments for my family?

Save each family account as a favorite - utilities, mobile top-ups, internet - and re-paying every month is one tap, with the details pre-filled. Hands-off automatic monthly auto-pay is coming soon; for now you confirm each payment, so you're always in control and can stop anytime.

What if I need help with a payment?

Our team is here for you. Email support@paybills.uz or open the in-app chat - in English, Russian, or Uzbek. Our Telegram channel @uzpaybills is for announcements only; a message sent there reaches nobody. Every payment also has a receipt and a live status in your history, so you always know exactly where it stands.

What currency is my card charged in?

It depends on where you are when you pay, not on where your card was issued. Paying from inside Uzbekistan, your card is charged in soum. Paying from anywhere else - the United States, the euro area, the United Kingdom, Turkey, Kazakhstan, South Korea and beyond - your card is charged in US dollars. When we show a total in euros, pounds, lira or tenge, that figure is our estimate of the dollar charge: your own bank makes the final conversion at its rate and may add a foreign-transaction fee, so your statement can differ slightly. The dollar total and our commission are shown before you confirm, and we add nothing after that.

Can I pay a traffic fine or a tax bill from abroad?

Not yet. Government billers - traffic fines, taxes, state duties, court fines, customs payments - are accepted only when the payment is made from inside Uzbekistan, in soum. PayBills applies that rule before the payment starts, so nothing is charged and you are told straight away. A relative in Uzbekistan can pay them through PayBills instead, for exactly the amount of the bill, with no commission and no exchange rate. Every other category on the providers page can be paid with a Visa or Mastercard from abroad.

Can I pay a bill that is in my parents' or a relative's name?

Yes - that is what PayBills is for, and the person whose bill you pay needs nothing: no PayBills account, no bank card, no app, no confirmation on their side. All you need is the account number their provider already uses, or the phone number for a mobile top-up. The money goes straight to that account with the provider, exactly as if it had been paid at a counter in Uzbekistan - we never transfer money to a person. Save the account as a favorite ("Mom - gas") and next month it is one tap. Only pay accounts you are entitled to pay: once the provider has accepted a payment we cannot take it back.
